You didn't do anything wrong ... well unless you didn't cheated too much.
Probably there is another quest related to Shady guy in progress and you must finish it before you can ask him for another task. Tell me what's the value of jobday variable.

- Set jobday = 231 (231 = 230(your current game day) + 1)

DO NOT TOUCH day variable!!!
Don't worry about previous quests. They are safe, but keep this backup just in case if this cheat interferes with something in the future. This is not likely to happen, but keep it anyway.
By setting jobday = <your current game day> + 1 you will be able to "Ask (Shady guy for) an advise about the car" and on the next day you will be able to continue any other pending tasks from Shady guy you may have.

What jobs have you did for the Shady guy? Because it seems that Shady guy doesn't know you at all!

It's still unclear to me how you've come to that situation. It's look like that you've cheated with VitaminX/DrugX too.
Anyway try the following:
chat = 8
jobday = day + 1 (for example if day == 230 then set jobday = 231)
